This is one of the worst books ever written. It is supposedly science fiction, but the "science is ridiculous; teleporting to an Earthlike planet in another GALAXY; through a worm hole, tracking people by their brain waves, come ON! The time travel trope requires a lot more faith than suspension of disbelief can deliver. I could go on but I couldn't finish it. I doubt if this "novel" would get out of the slush pile; any editor would have to re-write it from scratch.

It's not even a good parody. The book is self published and the autographed copy must have been donated since the "writer" is a local. I'm surprised the library would accept it. I give Sheppard credit for trying, but this would not even qualify as bad sci-fi where you are allowed to fudge on science.

The 'author' claims to have been a federal agent, but he doesn't say what agency or for how long, which makes me wonder if he actually completed training. Sheppard also claims to be a veteran; if so, he would know a buck private specialist can cannot be promoted to general!
