Every post-Katrina New Orleans neighborhood rebuild starts with one person who wants to return and Carolyn Parker was the first in her neighborhood to do so, providing a foundation for other neighbors to rebuild around. This is Carolyn Parker's story of evacuation and the challenges of returning and rebuilding. Focusing on just one homeowner humanizes the experience of home loss and the bigger loss of community in a city where the establishment of one's home isn't just a structure and furnishings but the network of friends and family who make the neighborhood.

Since the initial wave of volunteers who came to New Orleans as part of the rebuilding effort, community organizations have found that partnering with other organizations and businesses to further the effort have made the effects more effective and wide-ranging. Additionally, non-profits have found that it is more efficient and more effective rebuilding several homes in a neighborhood block to not only bring back more neighbors but also so that the energy companies wouldn't be as reluctant to turn electricity back on for one resident at a time.

This DVD is well worth watching, particularly in light of the 2017 Houston floods and many 2017 wildfires in Northern California Wine Country, Ventura, San Diego, and Bel Air.
